AERTEC Solutions will participate as a speaker at the 1st Networking Event “ARCHITECTURE-CITY”, which will be held in Bogotá (Colombia) on 11th and 12th March 2014.

Carlos Berenguer, Airports Director at AERTEC Solutions, will participate in the panel discussion on “Growth Associated with Infrastructure. PPP Model”, within the Infrastructure Panel, where he will address the “Structuring of Airport Concessions”.

AERTEC Solutions boasts a long track record in airport consulting and engineering, with experience in over 70 airports worldwide and projects in 19 countries. As a result of this professional work, developed over 17 years, it possesses in-depth knowledge of all aspects related to the interaction between airports and urban areas, as well as the main parameters involved in the sustainability and integration of such infrastructure.

The ARCHITECTURE-CITY Encounter will take place at the Pontifical Javeriana University of Bogotá, and is organised by the Faculty of Architecture of said University, the Economic and Commercial Office of the Embassy of Spain and by ICEX Spain Trade and Investment.

«Structuring of airport concessions in Colombia»

Content of the intervention:

1.- AERTEC Solutions is participating in the Airport Structuring UT alongside the firms Esfinanzas and Ríos Ferrer in the structuring of the concession for the Colombian airports of Barranquilla, Armenia, Neiva, Popayán, and Cartago. This work was commissioned by the ANI (National Infrastructure Agency) and has been carried out in permanent collaboration with Aerocivil. This is a fourth-generation APP (Public-Private Partnerships) concession project where a PPP (Public-Private Comparator) has been developed to determine the advantages of granting these airports a concession for a period of up to 20 years. The project is currently in the tender phase, and two packages have been formed: one with Ernesto Cortissoz Airport – Barranquilla and another with El Edén Airport – Armenia, Benito Salas Vargas Airport – Neiva, and Guillermo León Valencia Airport – Popayán.

2. Main advantages of PPP airport concessions.

a) Capacity to print higher traffic growth – demand stimulation – management – aeronautical revenue, commercial revenue, services, lower operating expenses, etc.

b) Ability to make significant short-term investments to adapt capacity to future demand.

3. - How to ensure that dealers will comply with the conditions and rules established in the contract: concession indicators and service indicators.

Remuneration formulas based on the achievement of infrastructure availability and service indicators.

5. Operational airports to be concessioned must continue to function, and the concessionaire/manager is responsible for carrying out a pre-established expansion and modernisation plan, adapting capacity to demand, maintaining an adequate level of service for passengers, and is also responsible for the proper maintenance of the infrastructure.
