Business advice, airport planning studies and review of studies and design (2020-2022)
AERTEC and KPMG were jointly selected to provide consultancy services for the structuring of the Aeropuerto del Café (Coffee Airport) in Colombia, with a focus on economic inclusion and gender equality. The contract is managed by the Andean Development Corporation (CAF) with funds provided from the UK Prosperity Fund.
It is a newly-built airport (greenfield) and will replace La Nubia Airport, which serves the city of Manizales and the Caldas Department. Once it starts operating, the Aeropuerto del Café is expected to reach 1 million passengers in the next 10 years.
The Aeropuerto del Café project is composed of three stages, based on the paved runway length and design aircraft:
¬ Stage I: 1460 metres and ATR-72
¬ Stage II: 2480 metres and Airbus A320
¬ Stage III: 3680 metres and Airbus A340
The work is divided into two separate phases:
Phase I consists of:
¬ Verifying, reviewing and validating existing technical studies and designs up to Stage II of the project.
¬ Identifying the best contract management model for the construction of Stage I of the project.
¬ Preparing the airport planning document.
Phase II consists of the overall structuring itself, which will culminate in the concession being granted under the Public-Private Partnership (PPP) scheme for Stage I of the Project. Under this, at its own risk, the concessionaire will carry out the final studies and designs for: financing, environmental, property and social management, operations, construction, routine and periodic maintenance, commercial operations and handover of the airport infrastructure project. It comprises:
¬ Business analysis: demand forecast; revenue, operating cost and investment projections; financial and accounting forecast models; identification of legal (legal due diligence), property, environmental, social and risk-related requirements.
¬ Structuring of the PPP model: considering deadlines, responsibility for the investment, scope of the concession and distribution / allocation of risks.
¬ Preparation of the contractual stage: documents related to the future tendering process.
¬ Analysis, assessment, selection and strengthening of the awarding entity; from various candidates.
AERTEC's technical experience in the conception, planning and design of airport infrastructures was essential for this contract.
