Structuring of the El Dorado II Airport concession (Colombia)

For this project, the client requested feasibility studies and designs for the El Dorado II infrastructure project, an aviation business strategy and comprehensive structuring (technical, legal, financial, property, environmental, social and risk) to enable it to grant a concession under the Public-Private Partnership (PPP) scheme for the El Dorado II Phase I and II airport infrastructure project of the Master Plan, in addition to the runways and taxiways of El Dorado International Airport in Bogotá.

The purpose of this technical structuring was to define the aviation strategy, investment levels, scopes, service level indicators, and feasibility specifications for El Dorado II Airport. We also assessed the connectivity between Bogotá's two airports with a view to merging the technical documents and defining the financial and legal requirements that would enable the bidding process and award of the contract to a concessionaire, under the Public-Private Partnership (PPP) scheme.

AERTEC and our two partners performed the work in six phases, as part of a joint venture:

Phase I: Technical/financial and legal analysis and traffic demand forecasts (consulting timeline, information gathering, analysis of technical, financial and legal information, assessment of airport infrastructures and study of tariffs and air, rail and road traffic demand forecasts, feasibility analysis, environmental and social studies and site survey).

Phase II: Studies and designs of the El Dorado II infrastructure project (architectural study, feasibility studies of EDII phases 1 and 2 of the EDII Master Plan, feasibility studies of the EDI airside, feasibility studies of the transfer of CAMAN-CIAC and the State Aviation Authority, advanced pre-feasibility studies of the railway link to the EDII terminal and from EDI to the existing railway, feasibility studies for the road links to the EDII terminal and connecting the Nueva Esperanza high-voltage line).

Phase III: Aviation business strategy.

Phase IV: Technical, financial and legal structuring.

Phase V: Selection procedure, awarding of the public-private partnership contract under the concession scheme.

Phase VI: Signing and notarisation of the contract and handover of the infrastructures.
