Operational safety is the state in which the risk of injury to persons or damage to property is reduced and maintained at or below an acceptable level, by means of a continuous process of hazard identification and risk management.
Operational safety has become the main element in the planning, development and analysis of aeronautical operations. In order to guarantee the safety of aircraft, passengers, agents operating around aircraft, and airport infrastructures, all necessary measures must be implemented.
As well as being advisable, these measures are also mandatory under Royal Decree 862/2009, of 14 May 2009, approving the technical standards for the design and operation of airports for public use and governing the certification of state-controlled airports.
AENA outlines these measures in its documents (by means of Procedures, Operating Instructions/EXAs and/or Technical Instructions), which are required to implement Operational Safety Management Systems (OSMS) at its airports and/or for drafting projects and executing construction works.
