Traffic forecasts, business advice and transaction consultancy (2018)
AERTEC is the main technical consultant for the Portela-Montijo consortium, in the work it is doing for the Portuguese Civil Aviation Authority: technical and financial advice for studies on how to increase the current capacity of Humberto Delgado International Airport, the largest airport infrastructure in Lisbon (Portugal).
As the head of the Portela-Montijo consortium, together with two other partners, AERTEC is evaluating the capacity improvements proposed by the current private concessionaire: the expansion of the current airport and the refurbishment of a Portuguese Air Force base located in Montijo, to be used for commercial air traffic. The concessionaire proposed implementing a dual airport system, concentrating hub operations at the current airport and transferring point-to-point operations to the new airport in Montijo.
AERTEC and its team carried out the following tasks in this project:
¬ Calculation of the capacity of the various subsystems (runway, taxiways, aprons, terminal building, etc.) for both airports and comparative analysis with other similar airports.
¬ Evaluation of the airport's maximum capacity.
¬ Full simulation of the Humberto Delgado Airport airfield, to detect bottlenecks in runway, taxiway and apron operations.
¬ Review of the conceptual design developed by the concessionaire for the new airport in Montijo, as well as the proposed expansion works for the Portela airport.
¬ Review of the proposed phasing of the Portela airport expansion works, and analysis of the potential impact on its operability.
¬ Detailed and independent calculation of the CAPEX planned for the proposed expansion works in Portela and Montijo, so that it can be compared with the CAPEX model provided by the concessionaire in its studies.
¬ Review and evaluation of traffic forecasts, revenues and OPEX models provided by the concessionaire.
AERTEC brings added value for this project thanks to our experience and expertise in improving the capacity of different airport subsystems in highly congested airports. This is due to our ability to understand how such airports operate, and our use of specialised software to simulate aircraft operations and passenger flows in terminals in order to detect future capacity constraints.
Furthermore, AERTEC specialises in developing airport design projects, analysing traffic forecasts and preparing CAPEX and OPEX models. This enables us to present comprehensive analyses of the main airport disciplines: operational, technical and financial.
