For an airport to be operational, it needs to be certified, i.e. it needs to meet requirements that guarantee acceptable safety levels, which must be managed through the implementation of specific plans.<\/p>\r\n<h4>What is airport safety and security?<\/h4>\r\n<p>The main objective of the <strong>safety management<\/strong> at aerodromes is to know <strong>identify and mitigate risks<\/strong> before they result in potentially damaging incidents. Key to this is the definition of acceptable safety levels, as well as the establishment of different types of operational safety indicators that will detect if deviations occur that result in these levels not being met.<\/p>\r\n<p>The implementation of this management is carried out by controlling the risks arising from compliance with a number of different <strong>regulations<\/strong> which pursue this goal, and with the implementation of a <strong>management system<\/strong> <strong>security<\/strong> que abarca todo el ciclo de vida operacional del aeropuerto. Basically, it was an extra effort by the ICAO to reinforce all aspects related to operational safety, which were distributed in several of its annexes, with the intention of giving it greater relevance.<\/p>\r\n<p>This strategy was in line with the development of the concept of the <strong>APEX (Airport Excellence in Safety)<\/strong> which ACI (Airports Council International) had long been promoting in the field of safety and security; and in addition, it joined the publication of the<strong> European Regulation EU 139\/2014<\/strong>. It is a complex process, which requires significant dedication and is necessarily time consuming. A significant investment is highly recommended to achieve the objective of aerodrome certification, and can hardly be carried out by airport staff due to the day-to-day workload.
