AERTEC Solutions will be speaking at the 1st “ARQUITECTURA-CIUDAD” Networking Forum, in Bogota (Colombia) on March 11-12, 2014.

The firm’s Aviation Director, Carlos Berenguer, will take part in the round table debate as part of the Infrastructures Panel. The subject under discussion will be “Development associated to PPP model infrastructures, including airport concession structuring”.

AERTEC Solutions has an extensive track record in the airport consultancy and engineering field, with experience at over 70 airports around the globe, and projects undertaken in 19 countries. Having been active in the sector for 17 years, the company has acquired extensive knowledge about all aspects relating to the interaction between airports and urban areas, along with the main parameters that feature in the sustainability and integration of this type of infrastructure.

The ARQUITECTURA-CIUDAD Forum takes place at the Pontifical Xavierian University in Bogota, and is organised by the Faculty of Architecture, the Economic & Commercial Office of the Spanish Embassy and ICEX, the Spanish Foreign Trade Promotion Agency.

The main points to be addressed in his presentation are as follows:

1.- AERTEC Solutions forms part of the Estructuración Aeropuertos Joint Venture alongside partner firms Esfinanzas and Rios Ferrer for the restructuring of the concessions for 5 Colombian airports: Barranquilla, Armenia, Neiva, Popayan and Cartago. This project was commissioned by ANI, the National Infrastructure Agency in Colombia, with Aerocivil, the Colombian Civil Aviation Authority, also collaborating on a permanent basis. The concessions will be a fourth generation PPP (Public Private Partnership) arrangement, in which a Public Private Procurement process has been developed in order to determine the benefits provided from the concession of these airports over a period of up to 20 years.

The project is currently at the tender phase, with two lots having been established. The first includes Barranquilla Airport, while the second includes the remaining four: Armenia, Neiva, Popayan and Cartago.

2.- Main advantages of airport PPP concession.

a) Capacity to improve traffic growth – stimulation of demand – management – aeronautical and non-aeronautical revenues, services, reduced operating costs, etc.

b) Capability for important short-term investment in order to adapt capacity to future demand

 3.- How to guarantee that concessionaires adhere to conditions and rules established in the contract: concession and service indicators.

4.- Formulae for remuneration based on compliance to indicators for availability and infrastructure service.

5.- Operational airports that are subject to concession must continue operation and the concessionaire / manager is responsible for the creation of a pre-established expansion and modernisation plan, updating capacity to demand, while maintaining a suitable level of service for the passengers. The concessionaire is also responsible for the correct maintenance of the infrastructure.
